I’m David Ogilvie, an independent consultant working across housing, social policy and governance in Scotland and the UK. I bring over two decades of experience spanning housing policy, strategy, regulation, governance and sector leadership – working with housing associations, public bodies, think tanks and third sector organisations. My work has included senior leadership roles, advisory and interim appointments, policy development, regulatory engagement and board-level support.
What clients value is not just technical expertise, but my ability to translate complex policy landscapes into clear, practical choices. I’m interested in how good ideas survive contact with reality – how strategies land in real organisations, with real constraints, cultures and pressures. That means combining analytical rigour with an understanding of organisational dynamics, political context and delivery challenges.
I am a Chartered Member of the Chartered Institute of Housing (CIHCM) and have worked closely with boards and executive teams on strategy, governance, regulatory readiness, service redesign and organisational change. I also support organisations with facilitation, training and thought leadership, helping them sharpen their narrative and influence in the wider policy conversation.
Ogilvie Independent Consulting is deliberately small and flexible. I work hands-on, often alongside leadership teams, and tailor support to the specific context and maturity of each organisation – whether that’s a short, focused piece of strategic work or longer-term advisory support.
